If you have the tools to repackage the MSI then you might as well just edit the cfg file and save the new msi.
My original procedure was to create an Administrative install point, edit what you want and then install from there. No need to repackage.

Off the top of my head one of the steps in the MSI uninstall routine is a full directory delete. Remove that with an MST or edit the MSI and see what happens.

Yeah, I retested in my clean WinXP VM with Firefox-21.0-en-US.msi and still get "The address isn't valid" error page. Also tested FMFirefoxCE-21.0-en-US.msi with the same results.

Maybe it's just me but about:config and about:newtab both give invalid url messages rather than the expected behavior. Rolled back to 20.0.1 and they work as expected.

Try using FrontMotion CE 20. If it works then maybe those policies weren't supported way back in mid 2011.

It looks like I've cheated a bit and set the share to "Everyone - ReadOnly" and the GPO Security Filtering to "Authenticated Users". I would think that if this worked you could test locking this down a bit more by using "Domain Computers" in the GPO filtering and share.

I think you've got something simple not quite correct. Software deployed in the Computer config of a GPO runs under the SYSTEM account which is not subject to UAC.
