Yes, they're being released because people took an interest in the sections of code that were responsible for the 10.0.9 & 16.0.1 releases. With increased scrutiny some more bugs were uncovered, hopefully prior to individuals taking advantage of them in the wild. Though now that they've been fixed the clock is ticking on older releases being exploited.
