Is there a way to set the print margins to 0 on all sides using the mozilla.adm.

it is possible but you will need to edit mozilla.adm. Also, the setting is printer dependent.
To do this, you first need to find what the preference name is. Go to print, select the printer you want to set. Go to page setup and change the margins. Then browse to about:config and search for 'print'. You will notice some entries in bold like print.printer_blah_blah_blah. note the preference name and type. Now, edit mozilla.adm, by searching for the print section and add those preference names. Use TEXT is the type is string and NUMBER if the type is integer, etc.
After the change, add the new adm and set the setting in the GPO.
