Unlock Proxy Settings

I'm using FMFirefox 15.0.1 with mozilla.adm and firefox.adm (mozilla.admx not loading settings even though in central store).

I have some developers in our environment that need to be able to change their proxy settings to test different ones. How can I unlock the proxy settings for these users? Ideally, I would like to enforce our main corporate proxy on them during GPO refresh cycles, but still give them the option to change it temporarily.

Create a 2nd GPO that just applies to them with the settings unlocked? Then disable that 2nd GPO when you want new settings to be pushed out to them.

Its an idea at least.
