Firefox ESR 17.0.09

Hi All,
Being new to Frontmotion Firefox we deployed Firefox ESR 17.0.09 across a few networked stations.
However, when a flash enabled site in browsed, say Youtube,Firefox requests the flash plugin.
Is this expected behavior ?...I thought in Firefox ESR 17.0.09 had embeded plugin ?
