Hello,

Pardon my ignorance. I can't change the home page under tools/options/home page - it's grey out.
I am running the following policies:

Enabled: browser.startup.homepage
Disabled: browser.startup.homepage_override

What do I need to do to enable user the option to change their start home page?

That you running this polices, means that no user can change this options. That's the reason for GPOs, to force specific configurations.
If u want that user can change this options in Firefox, you need to set this policies to "not configured".
