With the community edition and the adm/admx, is there a way I can set the flash plugin (any version) to be a "click to play" plugin/extension?

On individual systems I use the extension "Click to play per element" combined with the default Flash setting of click to activate along with the about:config changes the extension author recommends.

As for how to deploy it over the network, I would bet the packager service could do it. Otherwise you'll have to roll your own arrangement for distributing the extension. The about:config changes can be pushed out via the adm/admx.

I only do it on select systems though because most people will, in short order, disable/enable whatever is necessary to make Flash run automatically. Don't ask me, I just work here...
