I need IE to remain as the default browser

Is it possible to deploy Firefox CE so that it is NOT the default browser (and doesn't check on startup)?

I have tried changing INSTALLLEVEL but that didn't seem to have any effect in the Community Edition.

Ah, ignore me. Setting INSTALLLEVEL=3 does in fact prevent Firefox from becoming the default browser.
