Default download location

We just place your program into our system. It is running great, the only problem we have ran into is the default download location. Our students can not save anything to the desktop, we have a network drive we want them to save to. We change the default location in the GPO, but it does not take place on the computers, it still the desktop, everything else is working just fine. Any ideas?
