Lockdown of Settings and pre-settings

I deployed the german version of FMCE 1.5.6 last week to ca. 40 clients with group policies.

I also made some settings with the mozilla.adm. These settings are locked on the client. Is it possible to gave the clients only pre-settings, so that the user can change them?
