Firefox GPO Proxy Settings Not Applied

I am new to this so just making sure I am not doing anything wrong.
I have Windows 2003 SP1 DCs and I would like to apply proxy settings to the users of firefox

I have downloaded and applied the firefox.adm GPO template and set the settings for proxy, homepage and do not check for default browser. none of these settings seem to be applied to the firefox test users i created. I have set these settings for both user and computer config. Your help is appreciated.

No what is that? I just downloaded the firefox template. What is thew community edition?
