Group Policies do not make a difference?

I have a test machine with:
Firefox-3.0-en-US.msi
Installed.

I have applied firefox.adm to an OU

running gpupdate completes successfully
gpresult shows the OU is applied.

opening the registry and viewing the HKLM\Software\Policy\Mozilla\Firefox shows all the settings I have pushed out.

Firefox behaves as if it were any other version. Homepage is not set, proxy not set, in fact....nothing is set.

I tried backing out to the 2.0 version to see if that would help. It did nothing.


What setting did I miss?
