New Default browser issue

Our users have been able to change their default browser setting using UIs of IE and Firefox. I have not tested this for a while, but just did - for some reason it's now not possible to make Firefox the default browser if user has clicked IE's "Make default" -button. Even local admin cannot make Firefox the default any more. I have only one transform to change INSTALLLEVEL to 3 and have not made any other changes for some time. Ideas?
