Installer error

Has anyone seen this error when installing version 3.5.7? "Error writing to file - C:\Program Files\Mozilla Firefox\firefox.exe"? Firefox has never been installed before and the folder/file does not exist. Users are administrators on the computer. The strangest part is that it happens for most (~95%) of our computers but not all of them...
