FrontMotion Firefox Shell Extension Problem

Hi, I'm having an issue when installing FrontMotion Firefox through Group Policy in Server 2008.
I'm trying to only install the program for certain users, and this works to an extent in that it only puts it in the Start Menu for the users I select, however it places the shell extension for the program on the Desktop for all users. Is there any way to stop this from happening? The client machines are 32 bit Windows 7 if that matters.
