I made a Windows XP BootScreen based on FrontMotion Login and I was wondering if it would be alright to post it. The only reason I ask is because of copyrights.

The standard rule for artwork copyright applies to themes. It's ok to post if you are the author or if you got permission to display other people art work.

It's based on the Luna Base theme. Who's the author and how do I go about getting permission?

It might take a while, I found that the BootScreen must have a black backround, I found this problem after finding that some areas of the screen turned black during testing.

You can set a background color using flash or use one large background rectangle

Is there a way to make the backround of the logo (your av) black without it looking goofy? If there is let me know, or if you can make one please send it here.
